Calculate the total cost of a theme park booking based on the number of adult and child tickets required.

Input: Two integers on separate lines: number of adult tickets, then number of child tickets. Output: The total cost of the booking including a fixed booking fee, formatted exactly as shown.

Adult tickets cost $12.99 each.
Child tickets cost $7.99 each.
A booking fee of $1.99 is added to every booking.

Example:

Input:  2
        2
Output: The total cost is 43.95
